LITERARY TRAVELER, February 2011 – In 1940, from deep beneath the buildings of Whitehall in London, in an underground complex known as the Cabinet War Rooms, Winston Churchill saved Britain. This secret cavern became the nerve centre of the war. Churchill would even sleep here on occasions. In Room 60 of this political bunker, he made his historic radio speeches to the nation, speeches which gave the people the strength and resolve to win the war.
I thank Professor Matthews for his review, and for the kind words of praise it contains. I am especially grateful for the close attention he has paid to the international dimension of the book, an aspect which other reviewers have not considered in such depth. However, although his criticisms raise serious issues, I am confident of answering all of them. Before I do so in detail, I will make some general points about the argument of the book, which Matthews appears not to have appreciated fully.
Churchill had declined a steady stream of high-profile speaking invitations in the first months after the war, including those from the kings and queens of Norway, Denmark, and Holland, as well as from Canada and Australia. “I refuse,” said Churchill, “to be exhibited like a prize bull whose chief attraction is his past prowess.” But Churchill could hardly turn down an invitation than came from the White House in September 1945. Churchill opened it and saw that it was an invitation to speak at Westminster College in a town he had never heard of. Scoffing, he threw it down and said, “I supposed colleges in America are too named ‘Parliament.’” But his daughter Sarah read it and saw that there was a postscript at the bottom of the invitation. “This is a wonderful school in my home state. Hope you can do it. I’ll introduce you. s/g Harry Truman.”
In a sense, the whole of Churchill’s previous career had been a preparation for wartime leadership. An intense patriot; a romantic believer in his country’s greatness and its historic role in Europe, the empire, and the world; a devotee of action who thrived on challenge and crisis; a student, historian, and veteran of war; a statesman who was master of the arts of politics, despite or because of long political exile; a man of iron constitution, inexhaustible energy, and total concentration, he seemed to have been nursing all his faculties so that when the moment came he could lavish them on the salvation of Britain and the values he believed Britain stood for in the world.
Lord Randolph Churchill was a charismatic politician who served as Chancellor of the Exchequer. His title was a courtesy title only, and therefore was not inherited by his eldest son, Winston Churchill. In 1885, he had formulated the policy of progressive Conservatism which was known as “Tory Democracy”. He declared that the Conservatives ought to adopt, rather than oppose, popular reforms, and to challenge the claims of the Liberals to pose as champions of the masses.
I return to the Army. In the long series of very fierce battles, now on this front, now on that, fighting on three fronts at once, battles fought by two or three divisions against an equal or somewhat larger number of the enemy, and fought fiercely on some of the old grounds that so many of us knew so well-in these battles our losses in men have exceeded 30,000 killed, wounded and missing. I take occasion to express the sympathy of the House to all who have suffered bereavement or who are still anxious. The President of the Board of Trade [Sir Andrew Duncan] is not here today. His son has been killed, and many in the House have felt the pangs of affliction in the sharpest form. But I will say this about the missing: We have had a large number of wounded come home safely to this country, but I would say about the missing that there may be very many reported missing who will come back home, some day, in one way or another. In the confusion of this fight it is inevitable that many have been left in positions where honor required no further resistance from them.
The electoral onslaught shook Labour but left them still in office. It took what Churchill called “one more heave” to defeat them in a second election, in October 1951. Churchill again took a vigorous lead in the campaign. He pressed the government particularly hard on its handling of the crisis caused by Iran’s nationalization of British oil companies and in return had to withstand charges of warmongering. The Conservatives were returned with a narrow majority of 17, and Churchill became prime minister for the second time. He formed a government in which the more liberal Conservatives predominated, though the Liberal Party itself declined Churchill’s suggestion of office. A prominent figure in the government was R.A. Butler, the progressive-minded chancellor of the Exchequer. Anthony Eden was foreign secretary. Some notable Churchillians were included, among them Lord Cherwell, who, as paymaster general, was principal scientific adviser with special responsibilities for atomic research and development.
Then came the crucial final line, which is often forgotten amidst the cries to battle on beaches and streets. “And even if, which I do not for a moment believe, this Island or a large part of it were subjugated and starving,” Churchill said. “Then our Empire beyond the seas, armed and guarded by the British Fleet, would carry on the struggle, until, in God’s good time, the New World, with all its power and might, steps forth to the rescue and the liberation of the old.”
You might however consider whether you should not unfold as a background the great privilege of habeas corpus and trial by jury, which are the supreme protection invented by the English people for ordinary individuals against the state. The power of the Executive to cast a man in prison without formulating any charge known to the law, and particularly to deny him the judgment of his peers is in the highest degree odious and is the foundation of all totalitarian government, whether Nazi or Communist.
For Churchill to maintain optimism of British victory in the darkest days of World War II required a sense of hope that appeared to civilians and advisors to border on lunacy. In September 1940, German bombers began to appear over London. Hitler changed tactics in his attempt to subdue Great Britain. In the previous two months, the Luftwaffe targeted RAF airfields and radar stations in order to weaken the nation to the point that he could launch a German invasion. When he realized such an offensive launch was impossible, because it would deplete too much manpower from the Eastern front, he switched to a campaign of fear and intimidation. Bombing London to ruin would demoralize the population to the point of hopelessness and surrender.
The essence of good House of Commons speaking is the conversational style, the facility for quick, informal interruptions and interchanges. Harangues from a rostrum would be a bad substitute for the conversational style in which so much of our business is done. But the conversational style requires a fairly small space, and there should be on great occasions a sense of crowd and urgency. There should be a sense of the importance of much that is said and a sense that great matters are being decided, there and then, by the House. ... It has a collective personality which enjoys the regard of the public, and which imposes itself upon the conduct not only of individual Members but of parties.

I do not see how any of these factors can operate to our detriment on balance before the winter comes; and the winter will impose a strain upon the Nazi regime, with almost all Europe writhing and starving under its cruel heel, which, for all their ruthlessness, will run them very hard. We must not forget that from the moment when we declared war on the 3rd September it was always possible for Germany to turn all her Air Force upon this country, together with any other devices of invasion she might conceive, and that France could have done little or nothing to prevent her doing so. We have, therefore, lived under this danger, in principle and in a slightly modified form, during all these months. In the meanwhile, however, we have enormously improved our methods of defense, and we have learned what we had no right to assume at the beginning, namely, that the individual aircraft and the individual British pilot have a sure and definite superiority. Therefore, in casting up this dread balance sheet and contemplating our dangers with a disillusioned eye, I see great reason for intense vigilance and exertion, but none whatever for panic or despair.
As War Prime Minister Churchill was tireless in his refusal to surrender Britain to Germany. His now famous speeches were an inspiration to British people to stand firm in the face of adversity. His strong relationship with Roosevelt led to an influx of American supplies to support the war effort. He also maintained an alliance with Stalin following Germany’s invasion of Russia in 1941.
“I would say to the House, as I said to those who have joined this Government: I have nothing to offer but blood, toil, tears and sweat. We have before us an ordeal of the most grievous kind. We have before us many, many long months of struggle and of suffering. You ask, what is our policy? I can say: It is to wage war, by sea, land and air, with all our might and with all the strength that God can give us; to wage war against a monstrous tyranny, never surpassed in the dark, lamentable catalogue of human crime. This is our policy. You ask, what is our aim?
In the early 1930s, Churchill no longer had a government position. He seemed out of touch by opposing such positions as giving greater independence to India. He continued to write books and newspaper articles from his house in Kent, but many thought his political career was over. He only came back to notice through his opposition to Hitler’s new Nazi dictatorship in Germany and calls for British rearmament.
This leads back to the crucial year between May 1940 and May 1941. Toye is adamant that Churchill’s speeches during this period did not ‘rally the nation’, nor were they ‘the decisive factor influencing Britain’s willingness to fight on’ (pp. 44, 72). But oratorical skills are but one tool of leadership, and focusing on the impact of one speech or another without placing them in context is to miss the point. Churchill understood that. Unlike Chamberlain, he made full use of the powers and prestige of his office as well as other media. His private secretary John Colville later recalled that during those desperate 12 months he seemed to be everywhere, inspecting military forces and munitions factories, and especially visiting the nation’s bombed-out cities – all captured by the newsreels to be shown in cinemas throughout Britain and around the world. Contrast that with the approach taken by Adolf Hitler, who was seldom heard or seen when the war started to go wrong for Germany.
When this Liberal program necessitated high taxation, which in turn provoked the House of Lords to the revolutionary step of rejecting the budget of 1909, Churchill was Lloyd George’s closest ally in developing the provocative strategy designed to clip the wings of the upper chamber. Churchill became president of the Budget League, and his oratorical broadsides at the House of Lords were as lively and devastating as Lloyd George’s own. Indeed Churchill, as an alleged traitor to his class, earned the lion’s share of Tory animosity. His campaigning in the two general elections of 1910 and in the House of Commons during the passage of the Parliament Act of 1911, which curbed the House of Lords’ powers, won him wide popular acclaim. In the cabinet his reward was promotion to the office of home secretary. Here, despite substantial achievements in prison reform, he had to devote himself principally to coping with a sweeping wave of industrial unrest and violent strikes. Upon occasion his relish for dramatic action led him beyond the limits of his proper role as the guarantor of public order. For this he paid a heavy price in incurring the long-standing suspicion of organized labour.
Churchill, even at this relatively young age, demonstrated great writing skill; he understood the way in which words could wield great power, create moods and stir passions. He was clearly aware, however, of a particular “mental flaw”; his tendency to allow the power of certain phrases to govern his principles, to use words that sounded good – with the power to win an audience – over those that reflected a genuine view or argument.With great self-awareness, he writes in this letter to his mother that “I am very much impressed with C. J. R. [Cecil Rhodes] having ... detected my mental flaw. I do not care so much for the principles I advocate as for the impression which my words produce and the reputation they win me ... I vy often yield to the temptation of adapting my facts to my phrases”. He adds, though, that “a keen sense of necessity or ... injustice would make me sincere”.
There remains, of course, the danger of bombing attacks, which will certainly be made very soon upon us by the bomber forces of the enemy. It is true that the German bomber force is superior in numbers to ours; but we have a very large bomber force also, which we shall use to strike at military targets in Germany without intermission. I do not at all underrate the severity of the ordeal which lies before us; but I believe our countrymen will show themselves capable of standing up to it, like the brave men of Barcelona, and will be able to stand up to it, and carry on in spite of it, at least as well as any other people in the world. Much will depend upon this; every man and every woman will have the chance to show the finest qualities of their race, and render the highest service to their cause. For all of us, at this time, whatever our sphere, our station, our occupation or our duties, it will be a help to remember the famous lines:
The first, flatter version chimes with criticism of the broadcast noted by Mass-Observation. Some said Churchill sounded ‘tired’, others ‘suggested that he was drunk’ (p. 58). According to the BBC, however, the second, livelier version is the one that was broadcast on the evening of 18 June 1940. Worse, still, the BBC archive posts another version of the speech which, in fact, combines portions of this broadcast with Churchill’s ‘The news from France is very bad’ address made the night before. Upon his very first entrance into the House of Commons as Britain's new Prime Minister on Monday, May 13, 1940, Winston Churchill only received a lukewarm reception from the assembly, while at his side, outgoing Prime Minister Neville Chamberlain was heartily cheered. Churchill then made this brief statement, which has become one of the finest call-to-arms yet uttered. It came at the beginning of World War II when the armies of Adolf Hitler were roaring across Europe, seemingly unstoppable, conquering country after country for Nazi Germany, and when the survival of Great Britain itself appeared rather uncertain.
We do not yet know what will happen in France or whether the French resistance will be prolonged, both in France and in the French Empire overseas. The French Government will be throwing away great opportunities and casting adrift their future if they do not continue the war in accordance with their treaty obligations, from which we have not felt able to release them. The House will have read the historic declaration in which, at the desire of many Frenchmen--and of our own hearts--we have proclaimed our willingness at the darkest hour in French history to conclude a union of common citizenship in this struggle. However matters may go in France or with the French Government, or other French Governments, we in this Island and in the British Empire will never lose our sense of comradeship with the French people. If we are now called upon to endure what they have been suffering, we shall emulate their courage, and if final victory rewards our toils they shall share the gains, aye, and freedom shall be restored to all. We abate nothing of our just demands; not one jot or tittle do we recede. Czechs, Poles, Norwegians, Dutch, Belgians have joined their causes to our own. All these shall be restored.
“This was one of the most prescient strategic documents that Churchill ever wrote,” his son Randolph recorded decades later in the official biography. When Arthur Balfour, sometimes a critic of Churchill, re-read this memo shortly after the outbreak of the war in September 1914, he wrote to Churchill’s private secretary, “It is a triumph of prophecy!” More importantly, the Agadir crisis had reawakened in Churchill his previously expressed worries about the prospect of total war between modern nations. It caused him to change his mind about his earlier opposition to a naval buildup. He wrote in retrospect that “although the Chancellor of the Exchequer and I were right in the narrow sense [about the number of battleships], we were absolutely wrong in relation to the deep tides of destiny.”1 Churchill’s political focus would now change from domestic to foreign affairs, where it would remain for most of the rest of his life.
The English-speaking world was stunned when Churchill was turned out of office in July 1945. What appeared to be staggering ingratitude by the British voters probably was better explained by the approaching peace. Winston Churchill was a warrior by instinct and by preference; his countrymen recognized that fact and considered Labour’s candidate, Clement Atlee, better suited for peacetime challenges. With Japan’s surrender in September, those concerns became even more immediate. He regained the prime ministership in 1951.
The year 1953 was in many respects a gratifying one for Churchill. It brought the coronation of Queen Elizabeth II, which drew out all his love of the historic and symbolic. He personally received two notable distinctions, the Order of the Garter and the Nobel Prize for Literature. However, his hopes for a revitalized “special relationship” with Pres. Dwight D. Eisenhower during his tenure in the White House, beginning in 1953, were largely frustrated. A sudden stroke in June, which caused partial paralysis, obliged Churchill to cancel a planned Bermuda meeting at which he hoped to secure Eisenhower’s agreement to summit talks with the Russians. By October, Churchill had made a remarkable recovery and the meeting was held in December. But it did not yield results commensurate with Churchill’s hopes. The two leaders, for all their amity, were not the men they once were; their subordinates, John Foster Dulles and Anthony Eden, were antipathetic; and, above all, the role and status of each country had changed. In relation to the Far East in particular there was a persistent failure to see eye to eye. Though Churchill and Eden visited Washington, D.C., in June 1954 in hopes of securing U.S. acceptance of the Geneva Accords designed to bring an end to the war in Indochina, their success was limited. Over Egypt, however, Churchill’s conversion to an agreement permitting a phased withdrawal of British troops from the Suez base won Eisenhower’s endorsement and encouraged hopes, illusory as it subsequently appeared, of good Anglo-American cooperation in this area. In 1955, “arming to parley,” Churchill authorized the manufacture of a British hydrogen bomb while still striving for a summit conference. Age, however, robbed him of this last triumph. His powers were too visibly failing. His 80th birthday, on November 30, 1954, had been the occasion of a unique all-party ceremony of tribute and affection in Westminster Hall. But the tribute implied a pervasive assumption that he would soon retire. On April 5, 1955, his resignation took place, only a few weeks before his chosen successor, Sir Anthony Eden, announced plans for a four-power conference at Geneva.
In the book, I do not criticise Churchill’s speeches, except for noting the obvious misfires, on which Matthews himself comments. Churchill was clearly an excellent speechmaker, and there was no-one else available who could conceivably have done the task better. He enjoyed enviably high levels of popularity, and that he made a strong positive contribution to British morale, both through his speeches and through other aspects of his leadership. (That is not the same thing, though, as saying that his speeches made the decisive difference between victory and defeat.) What I am arguing is that, nevertheless, the speeches generated considerably more criticism and controversy them than we are usually led to think, either by academic historians or by media representations. The fact of this dissent is still perfectly consistent with millions of people having been inspired and galvanised by the speeches in exactly the way that we have always been told. And by highlighting the criticisms, it is certainly not my intention to endorse them: many, undoubtedly, were misconceived. But if we do not acknowledge and understand them, then we can neither comprehend the political world in which Churchill was operating, nor appreciate the true nature of his oratorical success. It is clear to me from my email inbox and postbag that many people think that to draw attention to contemporary negative reactions is equivalent to denigrating the speeches themselves and indeed Churchill the man. Paradoxically, though, Churchill’s anti-appeasement speeches of the 1930s are valorised exactly because he ploughed on when so many people disagreed with him!
Furthermore, I do not dismiss the Gallup polls, although I offer some reasons for thinking that they may have exaggerated the extent of Churchill’s (nonetheless very high) popularity. My point about the inadequacy of ‘yes/no’ questions for ascertaining reactions to his speeches stands. High approval ratings can take account neither of those who supported Churchill politically but who were not that keen on his broadcasts, or of those who thought that the speeches were all very fine but had doubts about his leadership nonetheless. Matthews asks why those surveyed by MO and the Ministry of Information (MoI) should have been less influenced by social pressures than those interviewed by Gallup. To begin with, those who entrusted their diaries to the eyes of strangers clearly were, pretty much by definition, less inhibited than the ordinary run of people. Second, where MO and MoI used face-to-face interviews, it is quite possible that some respondents held back – in other words, there may have been more criticism than the reports reveal. Finally, though, these bodies had other sources of information besides interviews. MO observers attended public places and wrote down what they overheard. MoI too drew on a network of informants, as well as on questionnaires filled in by bodies ranging from W.H. Smith and Sons to the Brewers’ Society. Postal censorship and Special Branch reports were also used.(2) Matthews takes me for task for not quoting more widely from censorship summaries of soldiers’ letters. Obviously, if such documents existed, and if they analysed the political opinions of serving men, they would be a treasure trove of material. Yet, except for the report created in the special circumstances of the Greek crisis, I do not believe that they have been preserved, assuming them to have created in the first place. If I am wrong, and if Matthews knows where these documents are, he will be doing a great service to the profession if he reveals where they are to be found.
This brings me, naturally, to the great question of invasion from the air, and of the impending struggle between the British and German Air Forces. It seems quite clear that no invasion on a scale beyond the capacity of our land forces to crush speedily is likely to take place from the air until our Air Force has been definitely overpowered. In the meantime, there may be raids by parachute troops and attempted descents of airborne soldiers. We should be able to give those gentry a warm reception both in the air and on the ground, if they reach it in any condition to continue the dispute. But the great question is: Can we break Hitler's air weapon? Now, of course, it is a very great pity that we have not got an Air Force at least equal to that of the most powerful enemy within striking distance of these shores. But we have a very powerful Air Force which has proved itself far superior in quality, both in men and in many types of machine, to what we have met so far in the numerous and fierce air battles which have been fought with the Germans. In France, where we were at a considerable disadvantage and lost many machines on the ground when they were standing round the aerodromes, we were accustomed to inflict in the air losses of as much as two and two-and-a-half to one. In the fighting over Dunkirk, which was a sort of no-man's-land, we undoubtedly beat the German Air Force, and gained the mastery of the local air, inflicting here a loss of three or four to one day after day. Anyone who looks at the photographs which were published a week or so ago of the re-embarkation, showing the masses of troops assembled on the beach and forming an ideal target for hours at a time, must realize that this re-embarkation would not have been possible unless the enemy had resigned all hope of recovering air superiority at that time and at that place.
Expecting that the German offensive would develop along much the same lines as it did in 1914, the lines of communication of the British Expeditionary Force (BEF) did not run through the "short crossing" Channel ports – Boulogne, Calais, Dunkirk, etc. – but rather through Dieppe and Le Havre. On 13 May, the Wehrmacht's attack through the Ardennes had reached the Meuse River at Sedan and then crossed it, breaking through the defences of the French Army. By 20 May, Wehrmacht armoured divisions had reached the coast of the English Channel, splitting the BEF and the French First Army from the main French forces.
Even so, Churchill’s appointment as minister of munitions in July 1917 was made in the face of a storm of Tory protest. Excluded from the cabinet, Churchill’s role was almost entirely administrative, but his dynamic energies thrown behind the development and production of the tank (which he had initiated at the Admiralty) greatly speeded up the use of the weapon that broke through the deadlock on the Western Front. Paradoxically, it was not until the war was over that Churchill returned to a service department. In January 1919 he became secretary of war. As such he presided with surprising zeal over the cutting of military expenditure. The major preoccupation of his tenure in the War Office was, however, the Allied intervention in Russia. Churchill, passionately anti-Bolshevik, secured from a divided and loosely organized cabinet an intensification and prolongation of the British involvement beyond the wishes of any major group in Parliament or the nation—and in the face of the bitter hostility of labour. And in 1920, after the last British forces had been withdrawn, Churchill was instrumental in having arms sent to the Poles when they invaded the Ukraine.
The grave tone of Churchill’s speech made some impression and may have contributed in some measure to the rather pessimistic atmosphere of today. […] The contents of the speech were on the whole expected but some apprehension has been caused throughout the country on account of the PM’s reference to ‘fighting alone’. This has led to some slight increase in doubt about the intentions of our ally [France].
As the Allies were learning details of the Nazis' ongoing mass-murder program taking place at the Auschwitz death camp, the greatest Anglo-American action of World War II began: the cross-Channel airborne and amphibious attack known as "D-Day." Churchill enthusiastically supported this operation, long-advocated by the Americans, after some initial hesitation and despite his hopes for an Italian campaign. On June 6, 1944, the Allied Expeditionary Forces landed more than 150,000 British, Canadian, and American troops on the Normandy coast. The invasion, which was code-named "OVERLORD," marked the opening of the final drive to defeat German forces in northwestern Europe. A number of deception measures, outlined by Churchill at the Teheran Conference, helped make D-Day a success. The most important of these was "FORTITUDE SOUTH," the creation of a phantom group of armies that supposedly were to invade the European mainland after the actual Normandy landings. These measures were greatly assisted by the use of highly secret ULTRA intelligence, generated by the British from deciphered radio communications. Related Objects
Winston Churchill was one of the best-known, and some say one of the greatest, statesmen of the 20th century. Though he was born into a life of privilege, he dedicated himself to public service. His legacy is a complicated one: He was an idealist and a pragmatist; an orator and a soldier; an advocate of progressive social reforms and an unapologetic elitist; a defender of democracy – especially during World War II – as well as of Britain’s fading empire. But for many people in Great Britain and elsewhere, Winston Churchill is simply a hero.
'... This is no war of chieftains or of princes, of dynasties or national ambition; it is a war of peoples and of causes. There are vast numbers, not only in this island but in every land, who will render faithful service in this war, but whose names will never be known, whose deeds will never be recorded. This is a War of the Unknown Warriors; but let all strive without failing in faith or in duty, and the dark curse of Hitler will be lifted from our age ...'
Churchill lived such a long life that he had many London residences: it would be nice to feel that, as a result of interest such as yours, blue plaques will one day be put on all of them. For example, in the same street where Churchill spent several years as a child, there is a blue plaque on another house informing passers by that “from this house Chopin went to give his last concert.” Nor is there any plaque on 105 Mount Street, his first bachelor apartment, in which he lived from 1900 to 1905, and from which, incidentally, he went to the House of Commons to make his maiden speech; and in which he was living when he crossed the floor of the House from the Conservative to the Liberal benches.
The speech was delivered to the Commons at 3:49 pm, and lasted 36 minutes. Churchill – as was his habit – made revisions to his 23-page typescript right up to and during the speech. The final passage of his typescript was laid out in blank verse format, which Churchill scholars consider reflective of the influence of the Psalms on his oratory style.
Turning once again, and this time more generally, to the question of invasion, I would observe that there has never been a period in all these long centuries of which we boast when an absolute guarantee against invasion, still less against serious raids, could have been given to our people. In the days of Napoleon, of which I was speaking just now, the same wind which would have carried his transports across the Channel might have driven away the blockading fleet. There was always the chance, and it is that chance which has excited and befooled the imaginations of many Continental tyrants. Many are the tales that are told. We are assured that novel methods will be adopted, and when we see the originality of malice, the ingenuity of aggression, which our enemy displays, we may certainly prepare ourselves for every kind of novel stratagem and every kind of brutal and treacherous manœuvre. I think that no idea is so outlandish that it should not be considered and viewed with a searching, but at the same time, I hope, with a steady eye. We must never forget the solid assurances of sea power and those which belong to air power if it can be locally exercised.

Correctness of diction.“Diction” is often used to refer to articulation, but its primary meaning is word choice—think of dictionary. Our digital culture of text messages, tweets, and email has impacted our spoken language, often reducing it to monosyllables, idioms, and clichés. This is not to say that you should use long or esoteric words. Aspire to precision and clarity when you speak.
