Once the decision had been made, Churchill was Overlord’s fierce advocate. He reveled in the tactics and gadgets that characterized the greatest amphibious operation yet attempted—he was especially taken with the Mulberry portable harbors. He also informed Eisenhower of his intention to observe the landings from a British cruiser. The supreme commander replied that Churchill was far too valuable to risk and prohibited it. Churchill calmly replied that as a British citizen he would sign on aboard one of His Majesty’s ships, whereupon Eisenhower’s headquarters contacted Buckingham Palace. King George thereupon called Churchill, declaring that if the prime minister went to Normandy, the monarch could do no less. Churchill relented.
The effort was designed to match the gravity of the hour. After the Allied defeat and the evacuation of the battered British forces from Dunkirk, Churchill warned Parliament that invasion was a real risk to be met with total and confident defiance. Faced with the swift collapse of France, Churchill made repeated personal visits to the French government in an attempt to keep France in the war, culminating in the celebrated offer of Anglo-French union on June 16, 1940. When all this failed, the Battle of Britain began on July 10. Here Churchill was in his element, in the firing line—at fighter headquarters, inspecting coast defenses or antiaircraft batteries, visiting scenes of bomb damage or victims of the “blitz,” smoking his cigar, giving his V sign, or broadcasting frank reports to the nation, laced with touches of grim Churchillian humour and splashed with Churchillian rhetoric. The nation took him to its heart; he and they were one in “their finest hour.”
At the Board of Trade, Churchill emerged as a leader in the movement of Liberalism away from laissez-faire toward social reform. He completed the work begun by his predecessor, Lloyd George, on the bill imposing an eight-hour maximum day for miners. He himself was responsible for attacking the evils of “sweated” labour by setting up trade boards with power to fix minimum wages and for combating unemployment by instituting state-run labour exchanges.
By coincidence, a few days before Churchill arrived in Washington, George Kennan dispatched his famous “long telegram” from Moscow. Clarifying the nature and strategy of the Soviet Union and closely tracking Churchill’s views, Kennan’s report became the cornerstone of the “containment” doctrine. The Soviet threat, he wrote, “will really depend on the degree of cohesion, firmness and vigor which [the] Western World can muster. And this is [the] factor which it is within our power to influence.” Kennan’s message attracted considerable attention within the highest reaches of the U.S. government. Churchill, unaware of the secret telegram, could hardly have asked for a better prologue for his Fulton message.
This was a great trial of strength between the British and German Air Forces. Can you conceive a greater objective for the Germans in the air than to make evacuation from these beaches impossible, and to sink all these ships which were displayed, almost to the extent of thousands? Could there have been an objective of greater military importance and significance for the whole purpose of the war than this? They tried hard, and they were beaten back; they were frustrated in their task. We got the Army away; and they have paid fourfold for any losses which they have inflicted. Very large formations of German aeroplanes-and we know that they are a very brave race-have turned on several occasions from the attack of one-quarter of their number of the Royal Air Force, and have dispersed in different directions. Twelve aeroplanes have been hunted by two. One aeroplane was driven into the water and cast away by the mere charge of a British aeroplane, which had no more ammunition. All of our types-the Hurricane, the Spitfire and the new Defiant-and all our pilots have been vindicated as superior to what they have at present to face.
Churchill recommended that Britain send 107,000 men to France at the outbreak of the war; 100,000 troops should depart from India on the first day in order to reach Marseilles by the fortieth day. Churchill circulated the memorandum “with the hope that if the unfavorable prediction about the twentieth day had been borne out, so also would be the favorable prediction about the fortieth day.”

Even though the U.S. was desperately trying to build up its military forces throughout 1941, Roosevelt decided to give the British some of the United States' most advanced weapons. Churchill’s “Iron Curtain” speech at Fulton, Missouri, on March 5, 1946, ranks as one of the most famous and consequential speeches ever made by someone out of high office, comparable in its force to Lincoln’s “House Divided” speech of 1858 and Martin Luther King’s “I Have a Dream” speech of 1963. It is remembered as the announcement to the world of the beginning of the Cold War, although as Churchill knew the seeds had been germinating for some time. It crystallized the new situation facing the United States and Western democracies and also forecast how the new and unusual “cold” war should be conducted so as to avoid World War III and achieve a peaceful future.
Winston Churchill took over as Prime Minister on 10 May, 1940, eight months after the outbreak of World War II in Europe. He had done so as the head of a multiparty coalition government, which had replaced the previous government (led by Neville Chamberlain) as a result of dissatisfaction with the conduct of the war, demonstrated by the Norway debate on the Allied evacuation of Southern Norway.
This would present a serious difficulty if the diarists had only reported their own thoughts, but in fact they also reported the opinions of others around them. […] Of course, those who disliked Churchill may have been biased in terms of what they recorded. But, crucially, some people who did like Churchill’s speeches recorded that others didn’t, and expressed their surprise at this. Taken in combination with survey evidence – with which they often correlate – diaries can be a potent source. Although they cannot by themselves provide definitive evidence of how many people held a particular opinion about Churchill’s speeches, they do give a good illustration of the range of views that were held. These speeches show what a brilliant and prescient man the world had in Winston Churchill. It is truly tragic that, like so many before and after, people refused to believe his words until too late. Fortunately, there was a happy ending to the story, but not before millions died. Were his words heeded, one must wonder what the outcome might have been.
I have, myself, full confidence that if all do their duty, if nothing is neglected, and if the best arrangements are made, as they are being made, we shall prove ourselves once again able to defend our Island home, to ride out the storm of war, and to outlive the menace of tyranny, if necessary for years, if necessary alone. At any rate, that is what we are going to try to do. That is the resolve of His Majesty’s Government-every man of them. That is the will of Parliament and the nation. The British Empire and the French Republic, linked together in their cause and in their need, will defend to the death their native soil, aiding each other like good comrades to the utmost of their strength. Even though large tracts of Europe and many old and famous States have fallen or may fall into the grip of the Gestapo and all the odious apparatus of Nazi rule, we shall not flag or fail. The emotions of the speaker and the listeners are alike aroused. This recommendation addresses a requirement as frequently unmet today as it was in Churchill’s 19th century day and even before that: to align the speaker’s goals with those of the audience. A speech or a presentation is not a broadcast or podcast. The essential scaffold of rhetoric is a two-way street. It’s not just about you, it’s all about them.

War came as no surprise to Churchill. He had already held a test naval mobilization. Of all the cabinet ministers he was the most insistent on the need to resist Germany. On August 2, 1914, on his own responsibility, he ordered the naval mobilization that guaranteed complete readiness when war was declared. The war called out all of Churchill’s energies. In October 1914, when Antwerp was falling, he characteristically rushed in person to organize its defense. When it fell the public saw only a disillusioning defeat, but in fact the prolongation of its resistance for almost a week enabled the Belgian Army to escape and the crucial Channel ports to be saved. At the Admiralty, Churchill’s partnership with Adm. Sir John Fisher, the first sea lord, was productive both of dynamism and of dissension. In 1915, when Churchill became an enthusiast for the Dardanelles expedition as a way out of the costly stalemate on the Western Front, he had to proceed against Fisher’s disapproval. The campaign aimed at forcing the straits and opening up direct communications with Russia. When the naval attack failed and was called off on the spot by Adm. J.M. de Robeck, the Admiralty war group and Asquith both supported de Robeck rather than Churchill. Churchill came under heavy political attack, which intensified when Fisher resigned. Preoccupied with departmental affairs, Churchill was quite unprepared for the storm that broke about his ears. He had no part at all in the maneuvers that produced the first coalition government and was powerless when the Conservatives, with the sole exception of Sir William Maxwell Aitken (soon Lord Beaverbrook), insisted on his being demoted from the Admiralty to the duchy of Lancaster. There he was given special responsibility for the Gallipoli Campaign (a land assault at the straits) without, however, any powers of direction. Reinforcements were too few and too late; the campaign failed and casualties were heavy; evacuation was ordered in the autumn.
Those are the regular, well-tested, well-proved arguments on which we have relied during many years in peace and war. But the question is whether there are any new methods by which those solid assurances can be circumvented. Odd as it may seem, some attention has been given to this by the Admiralty, whose prime duty and responsibility is to destroy any large sea-borne expedition before it reaches, or at the moment when it reaches, these shores. It would not be a good thing for me to go into details of this. It might suggest ideas to other people which they have not thought of, and they would not be likely to give us any of their ideas in exchange. All I will say is that untiring vigilance and mind-searching must be devoted to the subject, because the enemy is crafty and cunning and full of novel treacheries and stratagems. The House may be assured that the utmost ingenuity is being displayed and imagination is being evoked from large numbers of competent officers, well-trained in tactics and thoroughly up to date, to measure and counterwork novel possibilities. Untiring vigilance and untiring searching of the mind is being, and must be, devoted to the subject, because, remember, the enemy is crafty and there is no dirty trick he will not do.
