given the recent turn of events in the world, I became very interested in Churchill. This book does a good job of presenting some of his most famous speeches and giving the reader a look at a tremendous speaker and exceptional human being. His complete speeches fill several books, so this is a lot more user friendly for those who want the more condensed version.
Lord Randolph Churchill was a charismatic politician who served as Chancellor of the Exchequer. His title was a courtesy title only, and therefore was not inherited by his eldest son, Winston Churchill. In 1885, he had formulated the policy of progressive Conservatism which was known as “Tory Democracy”. He declared that the Conservatives ought to adopt, rather than oppose, popular reforms, and to challenge the claims of the Liberals to pose as champions of the masses.
Lest the account which I have given of these large forces should raise the question: Why did they not take part in the great battle in France? I must make it clear that, apart from the divisions training and organizing at home, only twelve divisions were equipped to fight upon a scale which justified their being sent abroad. And this was fully up to the number which the French had been led to expect would be available in France at the ninth month of the war. The rest of our forces at home have a fighting value for home defense which will, of course, steadily increase every week that passes. Thus, the invasion of Great Britain would at this time require the transportation across the sea of hostile armies on a very large scale, and after they had been so transported they would have to be continually maintained with all the masses of munitions and supplies which are required for continuous battle--as continuous battle it will surely be.
Where I put “Commons” in brackets following the speech title, it of course indicates that the speech was recorded by Churchill subsequent to its date of delivery in the House, as there was no audio recording of Commons proceedings in Churchill’s day. That first occurred on 3 April 1978, long after Churchill’s days in Parliament. I add, as a point of interest, the fact that video broadcasts of proceedings on the floor of the House began on 21 November 1989.
Then came the crucial final line, which is often forgotten amidst the cries to battle on beaches and streets. “And even if, which I do not for a moment believe, this Island or a large part of it were subjugated and starving,” Churchill said. “Then our Empire beyond the seas, armed and guarded by the British Fleet, would carry on the struggle, until, in God’s good time, the New World, with all its power and might, steps forth to the rescue and the liberation of the old.”
The essence of good House of Commons speaking is the conversational style, the facility for quick, informal interruptions and interchanges. Harangues from a rostrum would be a bad substitute for the conversational style in which so much of our business is done. But the conversational style requires a fairly small space, and there should be on great occasions a sense of crowd and urgency. There should be a sense of the importance of much that is said and a sense that great matters are being decided, there and then, by the House. ... It has a collective personality which enjoys the regard of the public, and which imposes itself upon the conduct not only of individual Members but of parties.
He continued by stating that the paramount mission facing the world was the prevention of another global war. Raising his forefinger twice in emphasis, he pointed to two institutions with major roles in the maintenance of peace: the United Nations and the continuing “special relationship” between Britain and America. “The United Nations,” he said, “must be a reality and not a sham, and not some cockpit in a Tower of Babel.”
The whole question of home defense against invasion is, of course, powerfully affected by the fact that we have for the time being in this Island incomparably more powerful military forces than we have ever had at any moment in this war or the last. But this will not continue. We shall not be content with a defensive war. We have our duty to our Ally. We have to reconstitute and build up the British Expeditionary Force once again, under its gallant Commander-in-Chief, Lord Gort. All this is in train; but in the interval we must put our defenses in this Island into such a high state of organization that the fewest possible numbers will be required to give effective security and that the largest possible potential of offensive effort may be realized. On this we are now engaged. It will be very convenient, if it be the desire of the House, to enter upon this subject in a secret Session. Not that the government would necessarily be able to reveal in very great detail military secrets, but we like to have our discussions free, without the restraint imposed by the fact that they will be read the next day by the enemy; and the Government would benefit by views freely expressed in all parts of the House by Members with their knowledge of so many different parts of the country. I understand that some request is to be made upon this subject, which will be readily acceded to by His Majesty’s Government.
Churchill was writing to Cockran, a Democratic congressman from New York City, about the economic problem of the “trusts,” which was then front and center in American politics. As we shall see, Churchill had strong views about how governments would need to respond to social changes in the twentieth century—indeed, that question was the focus of his early ministerial career—but from his earliest days, even before he entered politics, he saw that the new scale of things in the modern world would be felt most powerfully in the area of warfare. His observations about the “terrible machinery of scientific war” in The River War led him to ask what would happen when two modern nations—not Britain and the Sudanese Dervishes—confronted each other with the modern weapons of war. It was a question no one else was asking.
The young Winston was not a good scholar and was often punished for his poor performance. In 1888 he was sent to Harrow school where he did well in History and English. In 1893 he was accepted at Sandhurst Military College. He saw action in India and the Sudan and supplemented his pay by writing reports and articles for the Daily Telegraph. In 1899 Churchill was in South Africa working as war correspondent for the Morning Post newspaper.
An introduction by the president of the United States would afford Churchill a world stage—whatever the venue. Though the date of the address, March 5, 1946, was half a year away, the opportunity fueled his imagination. He may have been out of office, but he was still the world’s foremost political figure, a man whose words could still command attention in the world’s leading nation. The thought buoyed his spirit, as he resumed his role of Leader of the Opposition.
Upon his very first entrance into the House of Commons as Britain's new Prime Minister on Monday, May 13, 1940, Winston Churchill only received a lukewarm reception from the assembly, while at his side, outgoing Prime Minister Neville Chamberlain was heartily cheered. Churchill then made this brief statement, which has become one of the finest call-to-arms yet uttered. It came at the beginning of World War II when the armies of Adolf Hitler were roaring across Europe, seemingly unstoppable, conquering country after country for Nazi Germany, and when the survival of Great Britain itself appeared rather uncertain.

Even though the U.S. was desperately trying to build up its military forces throughout 1941, Roosevelt decided to give the British some of the United States' most advanced weapons. Military aid to Britain was greatly facilitated by the Lend-Lease Act of March 11, 1941, in which Congress authorized the sale, lease, transfer, or exchange of arms and supplies to "any country whose defense the president deems vital to the defense of the United States." This points to a problem with Toye’s use of these two sources. More than once, while the Home Intelligence Division reported overall support for a Churchill address, Toye is quick to highlight negative comments about the same speech found in the MO files, even when those comments represented ‘minority feeling’ (p. 108). Moreover, these negative reactions often say less about Churchill’s oratory than they do about a war-weary, but also fickle public. According to one MO report, by mid-April 1942 what most Britons wanted was ‘more action and less talk, they are feeling that the present is no time for oratory’. Yet even as this same report noted complaints about the ‘flatness’ of Churchill’s recent speeches, and that some Britons were now calling him an ‘old windbag’, they nonetheless had come to expect him to deliver ‘great and moving speeches every time’ (p. 138).
On September 3, 1939, the day Britain declared war on Germany, Chamberlain appointed Churchill to his old post in charge of the Admiralty. The signal went out to the fleet: “Winston is back.” On September 11 Churchill received a congratulatory note from Pres. Franklin D. Roosevelt and replied over the signature “Naval Person”; a memorable correspondence had begun. At once Churchill’s restless energy began to be felt throughout the administration, as his ministerial colleagues as well as his own department received the first of those pungent minutes that kept the remotest corners of British wartime government aware that their shortcomings were liable to detection and penalty. All his efforts, however, failed to energize the torpid Anglo-French entente during the so-called “phony war,” the period of stagnation in the European war before the German seizure of Norway in April 1940. The failure of the Narvik and Trondheim expeditions, dependent as they were on naval support, could not but evoke some memories of the Dardanelles and Gallipoli, so fateful for Churchill’s reputation in World War I. This time, however, it was Chamberlain who was blamed, and it was Churchill who endeavoured to defend him.
At the Board of Trade, Churchill emerged as a leader in the movement of Liberalism away from laissez-faire toward social reform. He completed the work begun by his predecessor, Lloyd George, on the bill imposing an eight-hour maximum day for miners. He himself was responsible for attacking the evils of “sweated” labour by setting up trade boards with power to fix minimum wages and for combating unemployment by instituting state-run labour exchanges.
Churchill’s speech in Zurich calling for “a kind of United States in Europe” remains one of his most prophetic statements. Perhaps even more controversial - especially in 1946 - was his claim that the “first step in the re-creation of the European family must be a partnership between France and Germany”. In 1951, the treaty of Paris was signed creating European Coal and Steel Community which became a foundation block for the modern EU.
10. The mood of Britain is wisely and rightly averse from every form of shallow or premature exultation. This is no time for boasts or glowing prophecies, but there is this – a year ago our position looked forlorn, and well nigh desperate, to all eyes but our own. If Hitler can bring under his despotic control the industries of the countries he has conquered, this will add greatly to his already vast armament output. On the other hand, this will not happen immediately, and we are now assured of immense, continuous and increasing support in supplies and munitions of all kinds from the United States; and especially of aeroplanes and pilots from the Dominions and across the oceans coming from regions which are beyond the reach of enemy bombers.
The Japanese surprise attack on the Pacific Fleet at Pearl Harbor on December 7, 1941, brought America into the war. Churchill was with the President's special envoy, Averell Harriman, and the U.S. Ambassador to Britain, John Gilbert Winant, when he received the news over the telephone from President Roosevelt. Four days later, Germany declared war on the United States, making U.S. involvement in Europe inevitable. Related Objects
Nor was Churchill shy about involving himself in American domestic politics when he felt British interests were at stake. Even before the United States entered the war, the Anglo-Americans adopted a ‘Europe First’ strategy, meaning that Germany’s defeat would take precedence over Japan’s.(4) After Pearl Harbor, and for much of the war, a vocal minority in Congress demanded that America’s military might should instead be used to deliver a ‘death-blow against the Japanese’. Worse, during Churchill’s May 1943 visit to Washington, one Democratic senator, Kentucky’s A. B. ‘Happy’ Chandler, falsely accused the British of doing little to contribute to Tokyo’s defeat. Scheduled to address a joint session of Congress, Churchill, as he later told his Cabinet colleagues, gave the sort of speech more commonly heard in Westminster than on Capitol Hill. ‘Let no one suggest that we British have not at least as great an interest as the United States in the unflinching and relentless waging of war against Japan’, he told the assembled members of Congress, who were soon ‘heartily with him’. Having won over his audience in much the same way as he did the House of Commons, the prime minister then rounded on Chandler, though not by name. ‘Lots of people’, he observed, ‘can make good plans for winning the war if they have not got to carry them out’. It was a pointed suggestion that in America one man, Franklin Roosevelt, already had that responsibility and it would be foolhardy to hand it over to anyone else. As FDR was already contemplating an unprecedented fourth campaign for the White House in a year’s time, Churchill’s intervention did not go unnoticed. The American newspaper columnist Drew Pearson later wrote: ‘it looks as if the Prime Minister had already laid the groundwork for ‘44'. More immediately, Churchill’s speech did nothing to change the minds of Chandler and the other critics of ‘Europe First’. But the policy didn’t change, either (pp. 160–1).
Even so, Churchill’s appointment as minister of munitions in July 1917 was made in the face of a storm of Tory protest. Excluded from the cabinet, Churchill’s role was almost entirely administrative, but his dynamic energies thrown behind the development and production of the tank (which he had initiated at the Admiralty) greatly speeded up the use of the weapon that broke through the deadlock on the Western Front. Paradoxically, it was not until the war was over that Churchill returned to a service department. In January 1919 he became secretary of war. As such he presided with surprising zeal over the cutting of military expenditure. The major preoccupation of his tenure in the War Office was, however, the Allied intervention in Russia. Churchill, passionately anti-Bolshevik, secured from a divided and loosely organized cabinet an intensification and prolongation of the British involvement beyond the wishes of any major group in Parliament or the nation—and in the face of the bitter hostility of labour. And in 1920, after the last British forces had been withdrawn, Churchill was instrumental in having arms sent to the Poles when they invaded the Ukraine.
Other painful and more debatable decisions fell to Churchill. The French fleet was attacked to prevent its surrender intact to Hitler. A heavy commitment was made to the concentrated bombing of Germany. At the height of the invasion threat, a decision was made to reinforce British strength in the eastern Mediterranean. Forces were also sent to Greece, a costly sacrifice; the evacuation of Crete looked like another Gallipoli, and Churchill came under heavy fire in Parliament.
Expecting that the German offensive would develop along much the same lines as it did in 1914, the lines of communication of the British Expeditionary Force (BEF) did not run through the "short crossing" Channel ports – Boulogne, Calais, Dunkirk, etc. – but rather through Dieppe and Le Havre. On 13 May, the Wehrmacht's attack through the Ardennes had reached the Meuse River at Sedan and then crossed it, breaking through the defences of the French Army. By 20 May, Wehrmacht armoured divisions had reached the coast of the English Channel, splitting the BEF and the French First Army from the main French forces.
Once it is grasped that I am neither criticising Churchill nor rubbishing his speeches, then Matthews’s critique of my work loses its force. He claims I say that Churchill did not ‘rally the nation’, whereas in fact I write that he was not the sole person who had the capacity to do so. There were a range of other radio speakers who also went down very well, and Churchill should be viewed ‘as the outstanding performer in a rhetorical chorus – or rather a series of talented soloists – dedicated to delivering the same central messages’ (p. 44). In commenting on Churchill’s commendable political visibility versus Hitler’s silence when things went wrong, Matthews ignores the fact that I make exactly the same point myself (p. 230). He suggests that I fail to place Churchill’s oratorical skills in the context of his leadership more generally. But I say that ‘it was clearly possible for Churchill supporters to be depressed, concerned or confused by the contents of a speech without this shaking their faith in him as a leader […] expressing disappointment with a speech did not necessarily imply fundamental dissatisfaction with Churchill as Prime Minister’ (p. 228). Matthews also takes the view that to say that Churchill’s popularity oscillated as the war situation varied is to state the obvious. Doubtless it should be obvious, but surely a key part of the myth of 1940 is that Churchill made everyone feel great even when – perhaps especially when – things were going disastrously wrong.
Turning once again, and this time more generally, to the question of invasion, I would observe that there has never been a period in all these long centuries of which we boast when an absolute guarantee against invasion, still less against serious raids, could have been given to our people. In the days of Napoleon the same wind which would have carried his transports across the Channel might have driven away the blockading fleet. There was always the chance, and it is that chance which has excited and befooled the imaginations of many Continental tyrants. Many are the tales that are told. We are assured that novel methods will be adopted, and when we see the originality of malice, the ingenuity of aggression, which our enemy displays, we may certainly prepare ourselves for every kind of novel stratagem and every kind of brutal and treacherous maneuver. I think that no idea is so outlandish that it should not be considered and viewed with a searching, but at the same time, I hope, with a steady eye. We must never forget the solid assurances of sea power and those which belong to air power if it can be locally exercised.
Churchill’s essay is a personal, first-hand account of two days of combat, interspersed with personal asides. The aide-de-camp is exhausted after two days: “I am so tired that I can’t write anymore now. I must add that the cavalry reconnaissance party found that there is no enemy to be seen. Now I wish for a good night, as I don’t know when I get another sleep. Man may work. But man must sleep.”
You cannot tell from appearances how things will go. Sometimes imagination makes things out far worse than they are; yet without imagination not much can be done. Those people who are imaginative see many more dangers than perhaps exist; certainly many more than will happen; but then they must also pray to be given that extra courage to carry this far-reaching imagination. But for everyone, surely, what we have gone through in this period - I am addressing myself to the School - surely from this period of ten months this is the lesson: never give in, never give in, never, never, never, never-in nothing, great or small, large or petty - never give in except to convictions of honour and good sense. Never yield to force; never yield to the apparently overwhelming might of the enemy. We stood all alone a year ago, and to many countries it seemed that our account was closed, we were finished. All this tradition of ours, our songs, our School history, this part of the history of this country, were gone and finished and liquidated.
[O]ur loyal, brave people ... should know the truth. ... they should know that we have sustained a defeat without a war, ... and that the terrible words have for the time being been pronounced against the Western democracies; ‘Thou art weighed in the balance and found wanting.’ And do not suppose that this is the end. This is only the beginning of the reckoning. This is only the first sip, the first foretaste of a bitter cup which will be proferred to us year by year unless by a supreme recovery of moral health and martial vigour, we arise again and take our stand for freedom as in the olden time.
We have found it necessary to take measures of increasing stringency, not only against enemy aliens and suspicious characters of other nationalities, but also against British subjects who may become a danger or a nuisance should the war be transported to the United Kingdom. I know there are a great many people affected by the orders which we have made who are the passionate enemies of Nazi Germany. I am very sorry for them, but we cannot, at the present time and under the present stress, draw all the distinctions which we should like to do. If parachute landings were attempted and fierce fighting attendant upon them followed, these unfortunate people would be far better out of the way, for their own sakes as well as for ours. There is, however, another class, for which I feel not the slightest sympathy. Parliament has given us the powers to put down Fifth Column activities with a strong hand, and we shall use those powers subject to the supervision and correction of the House, without the slightest hesitation until we are satisfied, and more than satisfied, that this malignancy in our midst has been effectively stamped out.
This speech made famous the notion of the “Iron Curtain”. Furthermore it defined the parameters of the Cold War. So powerful were Churchill’s words that President Truman had to distance himself from his remarks amid their international notoriety. Yet the speech also outlined the rationale for the “Special relationship” between Britain and the United States. Together, Britain and the US adopted a deep opposition to Communism and, and as a result, it virtually shaped the rest of the rest of the 20th century.
In this ‘Appeal to America’, cast as a speech to the British people but “addressed very largely to American ears” (to summon supplies needed for victory), Churchill demonstrates his skill in varying cadence, rhythm and hesitation. All this was part of his “stage craft” and a trick of oratory to increase emphasis and effect. The speech also shows off his ability to use simple, direct language to get a very clear message across: "We shall not fail or falter; we shall not weaken or tire. Neither the sudden shock of battle, nor the long-drawn trials of vigilance and exertion will wear us down. Give us the tools and we will finish the job".
I thank Professor Matthews for his review, and for the kind words of praise it contains. I am especially grateful for the close attention he has paid to the international dimension of the book, an aspect which other reviewers have not considered in such depth. However, although his criticisms raise serious issues, I am confident of answering all of them. Before I do so in detail, I will make some general points about the argument of the book, which Matthews appears not to have appreciated fully.

The final speech was wide-ranging. Churchill gave a detailed recap of the Battle of Dunkirk, praising every member of the Allied forces. But he did not dwell on the lives saved. He warned that the rescue “must not blind us to the fact that what has happened in France and Belgium is a colossal military disaster.” Invasion, he insisted, could be imminent. But he was ready to fight.
To be fair, there is something to Toye’s argument that time has clouded memories of the impact of Churchill’s speeches, especially those delivered in 1940. And here, perhaps, is this book’s greatest missed opportunity: Are the Churchill speeches we hear today, those ‘quotable bits’, the same broadcasts that were made over 70 years ago? This is not to suggest, as have some, that an actor impersonating Churchill delivered the addresses on radio. Toye puts that fairytale to bed early on in his book (p. 11). But in at least one instance, Churchill’s June 1940 ‘Finest Hour’ speech, there are two, and possibly more, versions all purporting to be the original broadcast. That is impossible.
