The speech was delivered to the Commons at 3:49 pm, and lasted 36 minutes. Churchill – as was his habit – made revisions to his 23-page typescript right up to and during the speech. The final passage of his typescript was laid out in blank verse format, which Churchill scholars consider reflective of the influence of the Psalms on his oratory style.
On March 4, Churchill joined the presidential party aboard the Ferdinand Magellan (the train specially built in 1939 to accommodate presidential security and Roosevelt’s wheelchair) at Washington’s Union Station. When Truman noticed Churchill studying the presidential seal on the train, he proudly pointed out a change he had made to the seal—the eagle now turned to face the olive branch instead of the arrows. Churchill knew that his speech the next day might dissipate some of the rosy glow of the immediate postwar peace and he could not quite give the new seal his full approval. He asked the president, “Why not put the eagle’s neck on a swivel so that it could turn to the right or left as the occasion presented itself?”
Constructive Relations with the Soviet Union - In Mikhail Gorbachev, the West found a Soviet leader who was willing to talk - who recognized the futility of the arms race and the economic hardship it caused the Soviet people. Soviet-U.S. relations moved from confrontation through détente and glasnost (Russian for "openness") to cooperation. Many of the former Soviet client states became independent actors on the world stage, and even members of NATO.
The essence of good House of Commons speaking is the conversational style, the facility for quick, informal interruptions and interchanges. Harangues from a rostrum would be a bad substitute for the conversational style in which so much of our business is done. But the conversational style requires a fairly small space, and there should be on great occasions a sense of crowd and urgency. There should be a sense of the importance of much that is said and a sense that great matters are being decided, there and then, by the House. ... It has a collective personality which enjoys the regard of the public, and which imposes itself upon the conduct not only of individual Members but of parties.
The electoral onslaught shook Labour but left them still in office. It took what Churchill called “one more heave” to defeat them in a second election, in October 1951. Churchill again took a vigorous lead in the campaign. He pressed the government particularly hard on its handling of the crisis caused by Iran’s nationalization of British oil companies and in return had to withstand charges of warmongering. The Conservatives were returned with a narrow majority of 17, and Churchill became prime minister for the second time. He formed a government in which the more liberal Conservatives predominated, though the Liberal Party itself declined Churchill’s suggestion of office. A prominent figure in the government was R.A. Butler, the progressive-minded chancellor of the Exchequer. Anthony Eden was foreign secretary. Some notable Churchillians were included, among them Lord Cherwell, who, as paymaster general, was principal scientific adviser with special responsibilities for atomic research and development.
Churchill had difficulty getting the U.S. government to look ahead to the potential political difficulties with the Soviet Union after the war. He remarked to Franklin Roosevelt shortly before the Yalta summit in February 1945, “At the present time I think the end of this war may well prove to be more disappointing than was the last.” Churchill’s great fear as he traveled to the United States in early 1946 was that the Western democracies would repeat the same mistakes that had so nearly cost them their lives a decade before. As he wrote in The Gathering Storm, the Western democracies “need only to repeat the same well-meaning, short-sighted behavior towards the new problems which in singular resemblance confront us today to bring about a third convulsion from which none may live to tell the tale.”
Churchill was decidedly more circumspect when it came to domestic British politics, in particular when the subject was post-war reconstruction. For good reason. Though leader of the Conservative Party from October 1940, he was also ‘national leader’ of a coalition government. This forced Churchill to maintain a delicate balance in the House of Commons where Tory MPs still held a majority of seats, but where his administration depended on the participation of both Labour and the Liberals. Conveniently, for Churchill, he could argue that it was premature to talk of what would happen after victory. To his mind, the important thing – indeed, the only thing – that mattered was winning the war. After the triumph at El Alamein, soon followed by Sir William Beveridge’s report on the future of social services, that position was no longer tenable. A post-war Britain could be detected just over the horizon, and the Beveridge Report laid out a blueprint for how that Britain could be a very different nation from the one that had emerged after the last world war.
Randolph Frederick Edward Spencer-Churchill was the son of Sir Winston Churchill and his wife Clementine. He was a Conservative Member of Parliament (MP) for Preston from 1940-1945. Randolph’s wife from 1939-1946 was Pamela Harriman who later became United States Ambassador to France and they were the parents of Winston Churchill III. Winston was a British Conservative Party politician.
In the book, I do not criticise Churchill’s speeches, except for noting the obvious misfires, on which Matthews himself comments. Churchill was clearly an excellent speechmaker, and there was no-one else available who could conceivably have done the task better. He enjoyed enviably high levels of popularity, and that he made a strong positive contribution to British morale, both through his speeches and through other aspects of his leadership. (That is not the same thing, though, as saying that his speeches made the decisive difference between victory and defeat.) What I am arguing is that, nevertheless, the speeches generated considerably more criticism and controversy them than we are usually led to think, either by academic historians or by media representations. The fact of this dissent is still perfectly consistent with millions of people having been inspired and galvanised by the speeches in exactly the way that we have always been told. And by highlighting the criticisms, it is certainly not my intention to endorse them: many, undoubtedly, were misconceived. But if we do not acknowledge and understand them, then we can neither comprehend the political world in which Churchill was operating, nor appreciate the true nature of his oratorical success. It is clear to me from my email inbox and postbag that many people think that to draw attention to contemporary negative reactions is equivalent to denigrating the speeches themselves and indeed Churchill the man. Paradoxically, though, Churchill’s anti-appeasement speeches of the 1930s are valorised exactly because he ploughed on when so many people disagreed with him!

The London records differ from the Decca records in that London disc XL.1 includes side numbers 1 and 24, disc XL.2 includes side numbers 2 and 23, and so on; consequently, the speeches appearing on, say, WSC 3 do not correspond to those appearing on XL.3]
The speech was generally praised for its accomplished argument and delivery. The Daily Express wrote that “He held a crowded house spellbound”, the Manchester Guardian, of a “carefully turned speech, filled with antitheses of a literary flavor”. In this card, John Cumming Macdonald MP congratulates Churchill on his "brilliant speech", saying that his father's spirit seemed to hover over him; "you have inherited marvellous ability and aptitude". Others were not so sure: H. W. Massingham wrote in the Liberal Daily News: “Mr Churchill has many disadvantages ... [he] does not inherit his father’s voice – save for the slight lisp – or his father’s manner. Address, accent, appearance do not help him”.

In the most famous passage of his speech, Churchill warned Britain about the possible collapse of France and that, consequently, she would stand alone against Germany and face an invasion. He left the House in no doubt what the resolution would be should that occur: 'We shall fight in France, we shall fight on the seas and oceans, we shall fight with growing confidence and growing strength in the air, we shall defend our island whatever the cost may be. We shall fight on the beaches, we shall fight on the landing grounds, we shall fight in the fields and in the streets, we shall fight in the hills. We shall never surrender!'.
During the 1930s Churchill expressed growing concern over the resurgence of German nationalism. After Adolf Hitler assumed power in 1933, the former sea lord urged strengthening the Royal Navy, but few Britons heeded him. However, as the German Führer went from success to success, it became apparent that Nazi ambition could not be contained. Churchill had only contempt for appeasers like Prime Minister Neville Chamberlain and U.S. ambassador Joseph Kennedy, but with declaration of war in September 1939 Churchill the warhorse felt justified in returning to harness. When he resumed his position as First Sea Lord after twenty-four years, the Admiralty signaled the fleet, ‘‘Winston is back.’’
In 1900 he entered politics as Conservative Member of Parliament for Oldham. However, he disagreed with his party over the issue of free trade and social reform and in 1904 became a member of the Liberal party. In the 1906 General Election he was elected as Member of Parliament for Manchester North-West. In 1908 he joined the cabinet as President of the Board of Trade and set up Labour Exchanges to help the unemployed find work. He also introduced a minimum wage.
While largely unstated, one of Churchill’s major concerns was limiting Soviet territorial gains in Europe. Having an eye toward the postwar world, he did not want Stalin in control of formerly democratic nations. However, geopolitics required further cooperation with his unlikely ally, and Churchill met Roosevelt for the last time in Stalin’s domain—Yalta in the Crimea, in February 1945. Victory in Europe was visible by then, though with more hard fighting to come in the Pacific. Roosevelt’s premature death in April ended the original Big Three.
