Thus if Matthews finds my book frustrating, I feel the same way about some aspects of his review. This is especially the case when it comes to the methodological points. Matthews raises valid issues, without recognising the explicit ways I address them in the book. Thus he comments that Mass-Observation (MO) diarists often ‘sound like a ready-made awkward squad’. Indeed they do, but as I say in the book’s introduction:
given the recent turn of events in the world, I became very interested in Churchill. This book does a good job of presenting some of his most famous speeches and giving the reader a look at a tremendous speaker and exceptional human being. His complete speeches fill several books, so this is a lot more user friendly for those who want the more condensed version.
In the dark early days of the Second World War Churchill had few real weapons. He attacked with words instead. The speeches he delivered then are among the most powerful ever given in the English language. His words were defiant, heroic and human, lightened by flashes of humour. They reached out to everyone in Britain, across Nazi-occupied Europe, and throughout the world. As journalist Beverley Nichols wrote, 'He took the English language and sent it into battle.'
This speech made famous the notion of the “Iron Curtain”. Furthermore it defined the parameters of the Cold War. So powerful were Churchill’s words that President Truman had to distance himself from his remarks amid their international notoriety. Yet the speech also outlined the rationale for the “Special relationship” between Britain and the United States. Together, Britain and the US adopted a deep opposition to Communism and, and as a result, it virtually shaped the rest of the rest of the 20th century.
The gratitude of every home in our Island, in our Empire, and indeed throughout the world, except in the abodes of the guilty, goes out to the British airmen who, undaunted by odds, unwearied in their constant challenge and mortal danger, are turning the tide of the World War by their prowess and by their devotion. Never in the field of human conflict was so much owed by so many to so few. All hearts go out to the fighter pilots, whose brilliant actions we see with our own eyes day after day; but we must never forget that all the time, night after night, month after month, our bomber squadrons travel far into Germany, find their targets in the darkness by the highest navigational skill, aim their attacks, often under the heaviest fire, often with serious loss, with deliberate careful discrimination, and inflict shattering blows upon the whole of the technical and war-making structure of the Nazi power.
One of the persistent misconceptions of Churchill is that he was a poor student. It is more accurate to say he was, by his own admission, a rebellious student, often bored with the curriculum and chafing under the standard teaching methods of the time. It was obvious from his earliest days in school that he was extremely bright and facile with the English language, a prodigy at learning history and extending its lessons. Still, he was often “on report,” or ranked near the bottom of his class at the end of the term.
The speech was delivered to the Commons at 3:49 pm, and lasted 36 minutes. Churchill – as was his habit – made revisions to his 23-page typescript right up to and during the speech. The final passage of his typescript was laid out in blank verse format, which Churchill scholars consider reflective of the influence of the Psalms on his oratory style.
As well as rallying his audience at home, Churchill also appealed to the United States to enter the war against Nazi Germany: ‘And if, which I do not for a moment believe, this island or large part of it were subjugated and starving, then our Empire beyond the seas, armed and guarded by the British Fleet, would carry on the struggle until, in God’s good time, the new world, with all its power and might, steps forth to the rescue and the liberation of the old’.
Other painful and more debatable decisions fell to Churchill. The French fleet was attacked to prevent its surrender intact to Hitler. A heavy commitment was made to the concentrated bombing of Germany. At the height of the invasion threat, a decision was made to reinforce British strength in the eastern Mediterranean. Forces were also sent to Greece, a costly sacrifice; the evacuation of Crete looked like another Gallipoli, and Churchill came under heavy fire in Parliament.
But if we fail, then the whole world, including the United States, including all that we have known and cared for, will sink into the abyss of a new dark age made more sinister, and perhaps more protracted, by the lights of perverted science. Let us therefore brace ourselves to our duties, and so bear ourselves, that if the British Empire and its Commonwealth[e] last for a thousand years, men will still say, "This was their finest hour."
On March 4, Churchill joined the presidential party aboard the Ferdinand Magellan (the train specially built in 1939 to accommodate presidential security and Roosevelt’s wheelchair) at Washington’s Union Station. When Truman noticed Churchill studying the presidential seal on the train, he proudly pointed out a change he had made to the seal—the eagle now turned to face the olive branch instead of the arrows. Churchill knew that his speech the next day might dissipate some of the rosy glow of the immediate postwar peace and he could not quite give the new seal his full approval. He asked the president, “Why not put the eagle’s neck on a swivel so that it could turn to the right or left as the occasion presented itself?”
One of Churchill’s instructors at Harrow, Robert Somervell, recognized the boy’s abilities. In fact, Somervell thought Churchill ought to attend one of Britain’s prestigious universities rather than the military academy at Sandhurst, where he eventually enrolled. When Churchill was fourteen, Somervell challenged him to write an essay on a topic of his own choosing. He wanted to give his pupil free range to see what his imagination and comprehensive knowledge of history might produce. Churchill’s father, Lord Randolph, had been chancellor of the exchequer, and some speculate that Somervell, expecting an equally illustrious political career for the son, wanted to have a record for the school of Churchill’s early prowess.
But what’s more challenging to historical memory today is that Churchill’s speech was not broadcast live over the radio to the British public. Aside from the audience gathered in the House of Commons, most Britons and Americans did not hear him say those iconic words until several decades later. An enduring conspiracy theory claims he never recorded them at all.
We shape our buildings, and afterwards our buildings shape us. Having dwelt and served for more than forty years in the late Chamber, and having derived very great pleasure and advantage therefrom, I, naturally, should like to see it restored in all essentials to its old form, convenience and dignity. The young Winston was not a good scholar and was often punished for his poor performance. In 1888 he was sent to Harrow school where he did well in History and English. In 1893 he was accepted at Sandhurst Military College. He saw action in India and the Sudan and supplemented his pay by writing reports and articles for the Daily Telegraph. In 1899 Churchill was in South Africa working as war correspondent for the Morning Post newspaper.
The speech was generally praised for its accomplished argument and delivery. The Daily Express wrote that “He held a crowded house spellbound”, the Manchester Guardian, of a “carefully turned speech, filled with antitheses of a literary flavor”. In this card, John Cumming Macdonald MP congratulates Churchill on his "brilliant speech", saying that his father's spirit seemed to hover over him; "you have inherited marvellous ability and aptitude". Others were not so sure: H. W. Massingham wrote in the Liberal Daily News: “Mr Churchill has many disadvantages ... [he] does not inherit his father’s voice – save for the slight lisp – or his father’s manner. Address, accent, appearance do not help him”.
"The speech sort of marked the opening of the Cold War, and that helps to conceal the fact that the speech is a plan for peace — 'The Sinews of Peace,'" Arnn says. "Sinews are tough things, cords that tie muscles to bone. He's trying to build a structure, an organ for peace. He wants it to be strong, and that means there's going to be weapons involved, but he wants it to be successful, and that means there has to be diplomacy involved too, and, in fact, a world alliance."
In 1904 the Conservative government found itself impaled on a dilemma by Colonial Secretary Joseph Chamberlain’s open advocacy of a tariff. Churchill, a convinced free trader, helped to found the Free Food League. He was disavowed by his constituents and became increasingly alienated from his party. In 1904 he joined the Liberals and won renown for the audacity of his attacks on Chamberlain and Balfour. The radical elements in his political makeup came to the surface under the influence of two colleagues in particular, John Morley, a political legatee of W.E. Gladstone, and David Lloyd George, the rising Welsh orator and firebrand. In the ensuing general election in 1906 he secured a notable victory in Manchester and began his ministerial career in the new Liberal government as undersecretary of state for the colonies. He soon gained credit for his able defense of the policy of conciliation and self-government in South Africa. When the ministry was reconstructed under Prime Minister Herbert H. Asquith in 1908, Churchill was promoted to president of the Board of Trade, with a seat in the cabinet. Defeated at the ensuing by-election in Manchester, he won an election at Dundee. In the same year he married the beautiful Clementine Hozier; it was a marriage of unbroken affection that provided a secure and happy background for his turbulent career.
The young Churchill passed an unhappy and sadly neglected childhood, redeemed only by the affection of Mrs. Everest, his devoted nurse. At Harrow his conspicuously poor academic record seemingly justified his father’s decision to enter him into an army career. It was only at the third attempt that he managed to pass the entrance examination to the Royal Military College, now Academy, Sandhurst, but, once there, he applied himself seriously and passed out (graduated) 20th in a class of 130. In 1895, the year of his father’s tragic death, he entered the 4th Hussars. Initially the only prospect of action was in Cuba, where he spent a couple of months of leave reporting the Cuban war of independence from Spain for the Daily Graphic (London). In 1896 his regiment went to India, where he saw service as both soldier and journalist on the North-West Frontier (1897). Expanded as The Story of the Malakand Field Force (1898), his dispatches attracted such wide attention as to launch him on the career of authorship that he intermittently pursued throughout his life. In 1897–98 he wrote Savrola (1900), a Ruritanian romance, and got himself attached to Lord Kitchener’s Nile expeditionary force in the same dual role of soldier and correspondent. The River War (1899) brilliantly describes the campaign.
Churchill knew that mastering the art of speech-making and writing was very important in a political career; he also believed in his abilities as an orator, despite being relatively inexperienced. During the July 1899 Oldham by-election campaign, he writes to his mother Lady Randolph Churchill of his conviction that he would win the election: “My speech last night at the club produced great enthusiasm ... and there is no doubt that if anyone can win this seat I can”.In the event, although he did slightly better than his running-mate in the polls, he did not win, losing a previously held Conservative seat. He might have been defeated, but he was conscious that in this fight he had not been disgraced. According to the Manchester Courier, “he made a splendid impression on the constituency, but the time was too short”.
Twenty-two years old and still a serving officer on leave from his regiment in India, Winston Churchill, desperate to be noticed, addressed his first public meeting, an “outing, fete or picnic” of the Primrose League (an organization dedicated to spreading Conservative principles) at the house of today’s American Museum at Claverton Manor, Bath, UK. The Bath Daily Chronicle, among details of the “bicycle race war” and other entertainments, reported that: “Mr. Winston Churchill ... was the principal speaker, this being his first attempt at public oratory”.His speech to the Conservative gathering was carefully constructed and delivered; it was obviously well-prepared, rehearsed and clearly memorized. Churchill began his speech by saying that if it was pardonable in any speaker to begin with the apology, “unaccustomed as I am to public speaking”, it would be pardonable in his case. He always regarded this as his first true ‘maiden’ speech.
The Allied landings in North Africa necessitated a fresh meeting between Churchill and Roosevelt, this time in Casablanca in January 1943. There Churchill argued for an early, full-scale attack on “the under-belly of the Axis” but won only a grudging acquiescence from the Americans. There too was evolved the “unconditional surrender” formula of debatable wisdom. Churchill paid the price for his intensive travel (including Tripoli, Turkey, and Algeria) by an attack of pneumonia, for which, however, he allowed only the briefest of respites. In May he was in Washington again, arguing against persistent American aversion to his “under-belly” strategy; in August he was at Quebec, working out the plans for Operation Overlord, the cross-Channel assault. When he learned that the Americans were planning a large-scale invasion of Burma in 1944, his fears that their joint resources would not be adequate for a successful invasion of Normandy were revived. In November 1943 at Cairo he urged on Roosevelt priority for further Mediterranean offensives, but at Tehrān in the first “Big Three” meeting, he failed to retain Roosevelt’s adherence to a completely united Anglo-American front. Roosevelt, though he consulted in private with Stalin, refused to see Churchill alone; for all their friendship there was also an element of rivalry between the two Western leaders that Stalin skillfully exploited. On the issue of Allied offensive drives into southern Europe, Churchill was outvoted. Throughout the meetings Churchill had been unwell, and on his way home he came down again with pneumonia. Though recovery was rapid, it was mid-January 1944 before convalescence was complete. By May he was proposing to watch the D-Day assaults from a battle cruiser; only the King’s personal plea dissuaded him.
Sir Winston’s oratorical skills were world famous, and he started developing them at an early age. When he was just 23, he wrote an unpublished paper called “The Scaffolding of Rhetoric,” in which he offered five “principal elements” to win over audiences. With all due respect to Sir Winston’s estimable writing skills, I’ve taken the liberty of extending his 1897 verbiage (bolded) into modern times:
The final speech was wide-ranging. Churchill gave a detailed recap of the Battle of Dunkirk, praising every member of the Allied forces. But he did not dwell on the lives saved. He warned that the rescue “must not blind us to the fact that what has happened in France and Belgium is a colossal military disaster.” Invasion, he insisted, could be imminent. But he was ready to fight.
This was such a major speech because it helped convince the US government to focus on the European theatre of war, thus helping Britain rather than focusing on the Pacific theatre. Churchill highlighted the common culture and language and his own American lineage by saying: “I cannot help reflecting that if my father had been American and my mother British, instead of the other way round, I might have got here on my own.”
The emotions of the speaker and the listeners are alike aroused. This recommendation addresses a requirement as frequently unmet today as it was in Churchill’s 19th century day and even before that: to align the speaker’s goals with those of the audience. A speech or a presentation is not a broadcast or podcast. The essential scaffold of rhetoric is a two-way street. It’s not just about you, it’s all about them.
Hitler knows that he will have to break us in this Island or lose the war. If we can stand up to him, all Europe may be free and the life of the world may move forward into broad, sunlit uplands. But if we fail, then the whole world, including the United States, including all that we have known and cared for, will sink into the abyss of a new Dark Age made more sinister, and perhaps more protracted, by the lights of perverted science.
There remains, of course, the danger of bombing attacks, which will certainly be made very soon upon us by the bomber forces of the enemy. It is true that the German bomber force is superior in numbers to ours; but we have a very large bomber force also, which we shall use to strike at military targets in Germany without intermission. I do not at all underrate the severity of the ordeal which lies before us; but I believe our countrymen will show themselves capable of standing up to it, like the brave men of Barcelona, and will be able to stand up to it, and carry on in spite of it, at least as well as any other people in the world. Much will depend upon this; every man and every woman will have the chance to show the finest qualities of their race, and render the highest service to their cause. For all of us, at this time, whatever our sphere, our station, our occupation or our duties, it will be a help to remember the famous lines:
Professor Toye commented:“There was a complexity to people’s reactions to Churchill’s speeches at the time, as the evidence shows that they may have liked one bit of a speech and not another section, or liked some speeches but not others. People sometimes changed their minds following discussions with friends or after reading newspaper commentaries; there was not a blanket acceptance and positive reaction. A more measured response to his speeches is in evidence. This is possibly why the speeches didn’t always have the effect now credited to them.”
The diaries collected by the Mass Observation group asked ordinary people to write and report not just their own opinions and views but of those around them. This would have been the historic equivalent of a modern day tweet. The Ministry of Information also produced regular “Home Intelligence” reports, which helped assess, for example,how the population was feeling following the Blitz helped the government manage their response to the public. These reports paid particular attention to the reception of ministerial speeches, including Churchill's.
The first, flatter version chimes with criticism of the broadcast noted by Mass-Observation. Some said Churchill sounded ‘tired’, others ‘suggested that he was drunk’ (p. 58). According to the BBC, however, the second, livelier version is the one that was broadcast on the evening of 18 June 1940. Worse, still, the BBC archive posts another version of the speech which, in fact, combines portions of this broadcast with Churchill’s ‘The news from France is very bad’ address made the night before. It can be heard here:
This would present a serious difficulty if the diarists had only reported their own thoughts, but in fact they also reported the opinions of others around them. […] Of course, those who disliked Churchill may have been biased in terms of what they recorded. But, crucially, some people who did like Churchill’s speeches recorded that others didn’t, and expressed their surprise at this. Taken in combination with survey evidence – with which they often correlate – diaries can be a potent source. Although they cannot by themselves provide definitive evidence of how many people held a particular opinion about Churchill’s speeches, they do give a good illustration of the range of views that were held. When Neville Chamberlain succeeded Baldwin, the gulf between the Cassandra-like Churchill and the Conservative leaders widened. Repeatedly the accuracy of Churchill’s information on Germany’s aggressive plans and progress was confirmed by events; repeatedly his warnings were ignored. Yet his handful of followers remained small; politically, Chamberlain felt secure in ignoring them. As German pressure mounted on Czechoslovakia, Churchill without success urged the government to effect a joint declaration of purpose by Great Britain, France, and the Soviet Union. When the Munich Agreement with Hitler was made in September 1938, sacrificing Czechoslovakia to the Nazis, Churchill laid bare its implications, insisting that it represented “a total and unmitigated defeat.” In March 1939 Churchill and his group pressed for a truly national coalition, and, at last, sentiment in the country, recognizing him as the nation’s spokesman, began to agitate for his return to office. As long as peace lasted, Chamberlain ignored all such persuasions.
For Churchill to maintain optimism of British victory in the darkest days of World War II required a sense of hope that appeared to civilians and advisors to border on lunacy. In September 1940, German bombers began to appear over London. Hitler changed tactics in his attempt to subdue Great Britain. In the previous two months, the Luftwaffe targeted RAF airfields and radar stations in order to weaken the nation to the point that he could launch a German invasion. When he realized such an offensive launch was impossible, because it would deplete too much manpower from the Eastern front, he switched to a campaign of fear and intimidation. Bombing London to ruin would demoralize the population to the point of hopelessness and surrender.
