With Chamberlain’s policies and moral authority irrefutably discredited, Churchill became prime minister on 10 May 1940. Immediately faced with the fall of France and the possible invasion of England, Churchill directed his immense energy and ability to defense of Shakespeare’s ‘‘scepter’d isle.’’ He shrugged off suggestions by some right-wing politicians and allegedly a few members of the royal family to reach an accommodation with Hitler. Through the summer and fall the Battle of Britain was fought and won in English skies, and the Nazi invasion fleet—such as it was—never sailed. Churchill’s masterful oratory gripped the world’s attention in concert with the epic events unfolding about him.
The speech was delivered to the Commons at 3:49 pm, and lasted 36 minutes. Churchill – as was his habit – made revisions to his 23-page typescript right up to and during the speech. The final passage of his typescript was laid out in blank verse format, which Churchill scholars consider reflective of the influence of the Psalms on his oratory style.
Once the decision had been made, Churchill was Overlord’s fierce advocate. He reveled in the tactics and gadgets that characterized the greatest amphibious operation yet attempted—he was especially taken with the Mulberry portable harbors. He also informed Eisenhower of his intention to observe the landings from a British cruiser. The supreme commander replied that Churchill was far too valuable to risk and prohibited it. Churchill calmly replied that as a British citizen he would sign on aboard one of His Majesty’s ships, whereupon Eisenhower’s headquarters contacted Buckingham Palace. King George thereupon called Churchill, declaring that if the prime minister went to Normandy, the monarch could do no less. Churchill relented.
But the escalating situation in Europe was getting hard to ignore. Churchill rose to the Prime Ministry on May 10, 1940, coinciding with the end of the so-called “Phoney War,” a period stretching from September 1939, with the declaration of war against Germany, to the spring of 1940, a period with no major military land operations on the European continent. That stagnation ceased after the Nazis invaded Denmark and Norway in April. The Battle of Dunkirk -- which would incur heavy Allied casualties, prompt a Belgian surrender, and precipitate the fall of France -- commenced in May.
Therefore, when talking about the future course and conduct of the war in this speech, Churchill had to describe a great military disaster, and warn of a possible German invasion attempt, without casting doubt on eventual victory. He needed to prepare his domestic audience for France's departure from the war without in any way releasing France to do so; in his subsequent speech of 18 June immediately after the French had sued for peace Churchill said:
Hillsdale College was founded in 1844 by men and women who proclaimed themselves "grateful to God for the inestimable blessings resulting from the prevalence of civil and religious liberty and intelligent piety in the land," and who believed that "the diffusion of sound learning is essential to the perpetuity of these blessings." It was the first American college to prohibit in its charter any discrimination based on race, sex, or national origin.

Churchill’s “Iron Curtain” speech at Fulton, Missouri, on March 5, 1946, ranks as one of the most famous and consequential speeches ever made by someone out of high office, comparable in its force to Lincoln’s “House Divided” speech of 1858 and Martin Luther King’s “I Have a Dream” speech of 1963. It is remembered as the announcement to the world of the beginning of the Cold War, although as Churchill knew the seeds had been germinating for some time. It crystallized the new situation facing the United States and Western democracies and also forecast how the new and unusual “cold” war should be conducted so as to avoid World War III and achieve a peaceful future.
We have found it necessary to take measures of increasing stringency, not only against enemy aliens and suspicious characters of other nationalities, but also against British subjects who may become a danger or a nuisance should the war be transported to the United Kingdom. I know there are a great many people affected by the orders which we have made who are the passionate enemies of Nazi Germany. I am very sorry for them, but we cannot, at the present time and under the present stress, draw all the distinctions which we should like to do. If parachute landings were attempted and fierce fighting attendant upon them followed, these unfortunate people would be far better out of the way, for their own sakes as well as for ours. There is, however, another class, for which I feel not the slightest sympathy. Parliament has given us the powers to put down Fifth Column activities with a strong hand, and we shall use those powers subject to the supervision and correction of the House, without the slightest hesitation until we are satisfied, and more than satisfied, that this malignancy in our midst has been effectively stamped out.
Furthermore, I do not dismiss the Gallup polls, although I offer some reasons for thinking that they may have exaggerated the extent of Churchill’s (nonetheless very high) popularity. My point about the inadequacy of ‘yes/no’ questions for ascertaining reactions to his speeches stands. High approval ratings can take account neither of those who supported Churchill politically but who were not that keen on his broadcasts, or of those who thought that the speeches were all very fine but had doubts about his leadership nonetheless. Matthews asks why those surveyed by MO and the Ministry of Information (MoI) should have been less influenced by social pressures than those interviewed by Gallup. To begin with, those who entrusted their diaries to the eyes of strangers clearly were, pretty much by definition, less inhibited than the ordinary run of people. Second, where MO and MoI used face-to-face interviews, it is quite possible that some respondents held back – in other words, there may have been more criticism than the reports reveal. Finally, though, these bodies had other sources of information besides interviews. MO observers attended public places and wrote down what they overheard. MoI too drew on a network of informants, as well as on questionnaires filled in by bodies ranging from W.H. Smith and Sons to the Brewers’ Society. Postal censorship and Special Branch reports were also used.(2) Matthews takes me for task for not quoting more widely from censorship summaries of soldiers’ letters. Obviously, if such documents existed, and if they analysed the political opinions of serving men, they would be a treasure trove of material. Yet, except for the report created in the special circumstances of the Greek crisis, I do not believe that they have been preserved, assuming them to have created in the first place. If I am wrong, and if Matthews knows where these documents are, he will be doing a great service to the profession if he reveals where they are to be found.
I am sure it would be sensible to restrict as much as possible the work of these gentlemen, who are capable of doing an immense amount of harm with what may very easily degenerate into charlatanry. The tightest hand should be kept over them, and they should not be allowed to quarter themselves in large numbers among Fighting Services at the public expense.
However, he praised the achievements of the Royal Navy during the evacuation and made a particular point of noting the efforts of the RAF. It had been accused of failing to sufficiently protect Allied soldiers waiting on the sand dunes at Dunkirk from the Luftwaffe. Churchill rebuffed this and described the RAF pilots as 'noble knights' and, in doing, so fashioned the myth of the Battle of Britain before it had even taken place.
In November 1915 Churchill resigned from the government and returned to soldiering, seeing active service in France as lieutenant colonel of the 6th Royal Scots Fusiliers. Although he entered the service with zest, army life did not give full scope for his talents. In June 1916, when his battalion was merged, he did not seek another command but instead returned to Parliament as a private member. He was not involved in the intrigues that led to the formation of a coalition government under Lloyd George, and it was not until 1917 that the Conservatives would consider his inclusion in the government. In March 1917 the publication of the Dardanelles commission report demonstrated that he was at least no more to blame for the fiasco than his colleagues.
Here we see the significance of Churchill’s remark that he was confident that Britain could continue the war for years, ‘if necessary alone’. At this point the French were still in the war, so the hint that they might drop out was alarming to many. Churchill’s warning was timely and necessary but, by the same token, the concern that it generated was also wholly understandable. It may well be true that millions of people were, at the same time, galvanised and invigorated by the speech. But the recorded reactions of contemporaries show us that Churchill’s task was in some ways more complicated than is generally credited.
Such a moment came in 1911, when Churchill was serving as Home Secretary in the cabinet of Prime Minister Herbert Asquith. Appointed at age thirty-five, he was the second-youngest Home Secretary in history. This post kept Churchill preoccupied with domestic affairs with the never-ending troubles in Ireland. When the navy in 1909 pressed for six new battleships in response to the German buildup, Churchill joined the cabinet opponents in trying to hold the number to four. With typical wit, Churchill described the outcome: “In the end a curious and characteristic solution was reached.
Hitler knows that he will have to break us in this Island or lose the war. If we can stand up to him, all Europe may be free and the life of the world may move forward into broad, sunlit uplands. But if we fail, then the whole world, including the United States, including all that we have known and cared for, will sink into the abyss of a new Dark Age made more sinister, and perhaps more protracted, by the lights of perverted science.
In 1963, when Churchill was 88 years old, he was made an Honorary Citizen of the United States. Not well enough to travel to Washington to receive this unique honour (he had not really recovered since a fall from his bed in late June 1962), Churchill sent his son, Randolph, who made his father’s final speech in his stead. Citing the American journalist Ed Murrow, President Kennedy said of Churchill that “he mobilized the English language and sent it into battle”.
Turning once again, and this time more generally, to the question of invasion, I would observe that there has never been a period in all these long centuries of which we boast when an absolute guarantee against invasion, still less against serious raids, could have been given to our people. In the days of Napoleon, of which I was speaking just now, the same wind which would have carried his transports across the Channel might have driven away the blockading fleet. There was always the chance, and it is that chance which has excited and befooled the imaginations of many Continental tyrants. Many are the tales that are told. We are assured that novel methods will be adopted, and when we see the originality of malice, the ingenuity of aggression, which our enemy displays, we may certainly prepare ourselves for every kind of novel stratagem and every kind of brutal and treacherous manœuvre. I think that no idea is so outlandish that it should not be considered and viewed with a searching, but at the same time, I hope, with a steady eye. We must never forget the solid assurances of sea power and those which belong to air power if it can be locally exercised.
Nevertheless, our thankfulness at the escape of our Army and so many men, whose loved ones have passed through an agonizing week, must not blind us to the fact that what has happened in France and Belgium is a colossal military disaster. The French Army has been weakened, the Belgian Army has been lost, a large part of those fortified lines upon which so much faith had been reposed is gone, many valuable mining districts and factories have passed into the enemy’s possession, the whole of the Channel ports are in his hands, with all the tragic consequences that follow from that, and we must expect another blow to be struck almost immediately at us or at France. We are told that Herr Hitler has a plan for invading the British Isles. This has often been thought of before. When Napoleon lay at Boulogne for a year with his flat-bottomed boats and his Grand Army, he was told by someone. “There are bitter weeds in England.” There are certainly a great many more of them since the British Expeditionary Force returned.
On the first day of 1942, Churchill and Roosevelt, along with representatives of China and the Soviet Union, signed a declaration creating the United Nations. This wartime alliance eventually grew to include twenty-six countries and to form the nucleus for a lasting international organization. For the next year Churchill tried to forge good working relationships with his most important ally, the United States, as well as with the Soviet Union and the Free French led by General Charles de Gaulle. Churchill often differed with the Americans over questions of grand strategy and the future of the British Empire, but he was able to resolve many issues in the course of face-to-face meetings with Roosevelt in Washington and, later, in Casablanca, Morocco.
