Lest the account which I have given of these large forces should raise the question: Why did they not take part in the great battle in France? I must make it clear that, apart from the divisions training and organizing at home, only twelve divisions were equipped to fight upon a scale which justified their being sent abroad. And this was fully up to the number which the French had been led to expect would be available in France at the ninth month of the war. The rest of our forces at home have a fighting value for home defense which will, of course, steadily increase every week that passes. Thus, the invasion of Great Britain would at this time require the transportation across the sea of hostile armies on a very large scale, and after they had been so transported they would have to be continually maintained with all the masses of munitions and supplies which are required for continuous battle--as continuous battle it will surely be.
In this ‘Appeal to America’, cast as a speech to the British people but “addressed very largely to American ears” (to summon supplies needed for victory), Churchill demonstrates his skill in varying cadence, rhythm and hesitation. All this was part of his “stage craft” and a trick of oratory to increase emphasis and effect. The speech also shows off his ability to use simple, direct language to get a very clear message across: "We shall not fail or falter; we shall not weaken or tire. Neither the sudden shock of battle, nor the long-drawn trials of vigilance and exertion will wear us down. Give us the tools and we will finish the job".
On September 3, 1939, the day Britain declared war on Germany, Chamberlain appointed Churchill to his old post in charge of the Admiralty. The signal went out to the fleet: “Winston is back.” On September 11 Churchill received a congratulatory note from Pres. Franklin D. Roosevelt and replied over the signature “Naval Person”; a memorable correspondence had begun. At once Churchill’s restless energy began to be felt throughout the administration, as his ministerial colleagues as well as his own department received the first of those pungent minutes that kept the remotest corners of British wartime government aware that their shortcomings were liable to detection and penalty. All his efforts, however, failed to energize the torpid Anglo-French entente during the so-called “phony war,” the period of stagnation in the European war before the German seizure of Norway in April 1940. The failure of the Narvik and Trondheim expeditions, dependent as they were on naval support, could not but evoke some memories of the Dardanelles and Gallipoli, so fateful for Churchill’s reputation in World War I. This time, however, it was Chamberlain who was blamed, and it was Churchill who endeavoured to defend him.
The year 1953 was in many respects a gratifying one for Churchill. It brought the coronation of Queen Elizabeth II, which drew out all his love of the historic and symbolic. He personally received two notable distinctions, the Order of the Garter and the Nobel Prize for Literature. However, his hopes for a revitalized “special relationship” with Pres. Dwight D. Eisenhower during his tenure in the White House, beginning in 1953, were largely frustrated. A sudden stroke in June, which caused partial paralysis, obliged Churchill to cancel a planned Bermuda meeting at which he hoped to secure Eisenhower’s agreement to summit talks with the Russians. By October, Churchill had made a remarkable recovery and the meeting was held in December. But it did not yield results commensurate with Churchill’s hopes. The two leaders, for all their amity, were not the men they once were; their subordinates, John Foster Dulles and Anthony Eden, were antipathetic; and, above all, the role and status of each country had changed. In relation to the Far East in particular there was a persistent failure to see eye to eye. Though Churchill and Eden visited Washington, D.C., in June 1954 in hopes of securing U.S. acceptance of the Geneva Accords designed to bring an end to the war in Indochina, their success was limited. Over Egypt, however, Churchill’s conversion to an agreement permitting a phased withdrawal of British troops from the Suez base won Eisenhower’s endorsement and encouraged hopes, illusory as it subsequently appeared, of good Anglo-American cooperation in this area. In 1955, “arming to parley,” Churchill authorized the manufacture of a British hydrogen bomb while still striving for a summit conference. Age, however, robbed him of this last triumph. His powers were too visibly failing. His 80th birthday, on November 30, 1954, had been the occasion of a unique all-party ceremony of tribute and affection in Westminster Hall. But the tribute implied a pervasive assumption that he would soon retire. On April 5, 1955, his resignation took place, only a few weeks before his chosen successor, Sir Anthony Eden, announced plans for a four-power conference at Geneva.
Few failed to recognise Churchill's part in Britain's survival and victory. But after six years of war, people wanted more than just a return to the old order. They wanted reform and reconstruction of Britain. On 26 July 1945, Churchill learned that he and the Unionists (Conservatives) had been rejected by the people. Labour, under Clement Attlee, would govern Britain in the immediate post-war world.
Churchill was back in the cabinet by mid-1917 and finished the war as minister of munitions. He opposed postwar accommodations with Indian separatists such as Gandhi and was involved in other international affairs as colonial secretary, including establishment of the Iraqi nation in 1921. Over the next several years he was in and out of Parliament and government, earning an exceptional living from writing.
Goodnight then: sleep to gather strength for the morning. For the morning will come. Brightly will it shine on the brave and true, kindly upon all who suffer for the cause, glorious upon the tombs of heroes. Thus will shine the dawn. Vive la France! Long live also the forward march of the common people in all the lands towards their just and true inheritance, and towards the broader and fuller age.
Winston Churchill took over as Prime Minister on 10 May, 1940, eight months after the outbreak of World War II in Europe. He had done so as the head of a multiparty coalition government, which had replaced the previous government (led by Neville Chamberlain) as a result of dissatisfaction with the conduct of the war, demonstrated by the Norway debate on the Allied evacuation of Southern Norway.
You might however consider whether you should not unfold as a background the great privilege of habeas corpus and trial by jury, which are the supreme protection invented by the English people for ordinary individuals against the state. The power of the Executive to cast a man in prison without formulating any charge known to the law, and particularly to deny him the judgment of his peers is in the highest degree odious and is the foundation of all totalitarian government, whether Nazi or Communist.
“This was one of the most prescient strategic documents that Churchill ever wrote,” his son Randolph recorded decades later in the official biography. When Arthur Balfour, sometimes a critic of Churchill, re-read this memo shortly after the outbreak of the war in September 1914, he wrote to Churchill’s private secretary, “It is a triumph of prophecy!” More importantly, the Agadir crisis had reawakened in Churchill his previously expressed worries about the prospect of total war between modern nations. It caused him to change his mind about his earlier opposition to a naval buildup. He wrote in retrospect that “although the Chancellor of the Exchequer and I were right in the narrow sense [about the number of battleships], we were absolutely wrong in relation to the deep tides of destiny.”1 Churchill’s political focus would now change from domestic to foreign affairs, where it would remain for most of the rest of his life.
The position of the B. E.F had now become critical As a result of a most skillfully conducted retreat and German errors, the bulk of the British Forces reached the Dunkirk bridgehead. The peril facing the British nation was now suddenly and universally perceived. On May 26, “Operation Dynamo “–the evacuation from Dunkirk began. The seas remained absolutely calm. The Royal Air Force–bitterly maligned at the time by the Army–fought vehemently to deny the enemy the total air supremacy which would have wrecked the operation. At the outset, it was hoped that 45,000 men might be evacuated; in the event, over 338,000 Allied troops reached England, including 26,000 French soldiers. On June 4, Churchill reported to the House of Commons, seeking to check the mood of national euphoria and relief at the unexpected deliverance, and to make a clear appeal to the United States.
Expecting that the German offensive would develop along much the same lines as it did in 1914, the lines of communication of the British Expeditionary Force (BEF) did not run through the "short crossing" Channel ports – Boulogne, Calais, Dunkirk, etc. – but rather through Dieppe and Le Havre. On 13 May, the Wehrmacht's attack through the Ardennes had reached the Meuse River at Sedan and then crossed it, breaking through the defences of the French Army. By 20 May, Wehrmacht armoured divisions had reached the coast of the English Channel, splitting the BEF and the French First Army from the main French forces.
“We have before us many, many long months of struggle and of suffering. You ask, what is our policy? I can say: It is to wage war, by sea, land and air, with all our might and with all the strength that God can give us; to wage war against a monstrous tyranny, never surpassed in the dark, lamentable catalogue of human crime. That is our policy. You ask, what is our aim? I can answer in one word: It is victory, victory at all costs, victory in spite of all terror, victory, however long and hard the road may be; for without victory, there is no survival.”
When Neville Chamberlain succeeded Baldwin, the gulf between the Cassandra-like Churchill and the Conservative leaders widened. Repeatedly the accuracy of Churchill’s information on Germany’s aggressive plans and progress was confirmed by events; repeatedly his warnings were ignored. Yet his handful of followers remained small; politically, Chamberlain felt secure in ignoring them. As German pressure mounted on Czechoslovakia, Churchill without success urged the government to effect a joint declaration of purpose by Great Britain, France, and the Soviet Union. When the Munich Agreement with Hitler was made in September 1938, sacrificing Czechoslovakia to the Nazis, Churchill laid bare its implications, insisting that it represented “a total and unmitigated defeat.” In March 1939 Churchill and his group pressed for a truly national coalition, and, at last, sentiment in the country, recognizing him as the nation’s spokesman, began to agitate for his return to office. As long as peace lasted, Chamberlain ignored all such persuasions.
